At a glance

Holders of certain Romanian academic qualifications can claim points under the Skilled Migrant Category without a full International Qualification Assessment from NZQA, provided the qualification meets all conditions set out in the operational manual [R-romania].

Definition

A Romanian qualification is exempt from NZQA assessment and may be awarded points if all of the following conditions are satisfied [R-romania]:

  1. The qualification is listed in the Academic Qualifications Table.
  2. The awarding institution is listed in the Awarding Institutions Table.
  3. The qualification abbreviation appears in the right‑hand column of the Awarding Institutions Table.
  4. The qualification was awarded within the year range shown for that institution.
  5. The qualification is not excluded by the notes in the Academic Qualifications Table.

Application in decisions

Immigration officers compare the applicant's qualification against the two tables in the manual. The certificate must bear the heading ROMÂNIA at the top and contain the name of one of the following ministries [R-romania]:

  • MINISTERUL EDUCAȚIEI SI CERCETĂRII
  • MINISTERUL EDUCAȚIEI NAȚIONALE

  • MINISTERUL ÎNVǍȚǍMÂNTULUI ȘI ȘTIINȚEI

Interpretation & edge cases

  • If the study duration or credit value differs from those listed, the qualification must be referred to NZQA for an International Qualifications Assessment [R-romania].
  • An applicant who believes their qualification is higher than the level stated in the table must also apply to NZQA for an assessment [R-romania].
  • All of the following must be referred to NZQA for an International Qualifications Assessment, regardless of whether the qualification otherwise appears in the tables [R-romania]:
    • Honorary degrees
    • Qualifications where study was completed outside Romania, including at overseas campuses of listed institutions
    • Qualifications containing cross‑credited courses or papers
    • Initial teacher training degrees
    • Qualifications awarded after 2018
  • Award certificates must be provided in the original language; official English translations should also be supplied [R-romania].
