Working Holiday Scheme: At a glance

The Working Holiday Scheme enables young citizens (typically aged 18–30) from approved partner countries to work and study in New Zealand while primarily holidaying. [WI2.1] Applicants must hold a passport from the scheme country, not be accompanied by children, meet health and character requirements, and apply online. No job offer is required. [WI2.1] Successful applicants may undertake temporary employment and enrol in study of up to six months' total duration. [WI2.1] Some schemes allow a second application. [WI2.1]

Working Holiday Scheme: How to apply

Applications must be made online using the electronic form on the Immigration New Zealand website. [WI2.1] The appropriate fee, Immigration Levy, and International Visitor Conservation and Tourism Levy (if any) must be paid. Applicants must meet onward travel requirements. [WI2.1] Those applying from within New Zealand must hold a valid temporary visa. [WI2.1]

Working Holiday Scheme: Eligibility criteria

  • Aged 18 to 30 (unless the specific scheme allows a different age limit). [WI2.1]
  • Hold a valid passport from the country whose scheme they are applying under. [WI2.1]
  • Not accompanied by children. [WI2.1]
  • Meet the health requirements set out at A4 and character requirements at A5. [WI2.1]
  • Have not previously been approved a visa under a working holiday scheme, except where the specific scheme allows a second application. [WI2.1]
  • If the scheme requires the applicant to be 'ordinarily resident' in that country, the applicant must not have been absent from that country for more than two years immediately preceding the application. [WI2.1]

Working Holiday Scheme: Interpretation & edge cases

  • Permanent employment is not permitted under a Working Holiday visa; successful applicants must apply for a different work visa if they wish to take up permanent work. [WI2.1]
  • Study is limited to a total of six months across any courses or training. [WI2.1]
  • Where a specific scheme allows a second application, dedicated scheme instructions apply (e.g., for Canada and United Kingdom schemes). [WI2.1]

Working Holidaymaker Extension (WHE)

At a glance

The Working Holidaymaker Extension (WHE) provides a further three-month work visa for participants of the Working Holiday Scheme who have been employed in seasonal horticulture or viticulture work for at least three months while holding their Working Holiday visa. [WH2] The extension is available to onshore applicants only. [WH2]

Applicants must hold a current Working Holiday work visa, have a return ticket (or funds for one), apply in the prescribed manner with the required fees, and must not have previously been granted a WHE visa. [WH2.1] No job offer is required. [WH2.1]

How to apply

  • Applicants must be in New Zealand and hold a current work visa issued under a Working Holiday Scheme. [WH2]
  • They must apply for the WHE onshore. [WH2]
  • Evidence of at least three months' employment in seasonal work (planting, maintaining, harvesting, or packing crops in the horticulture or viticulture industry) is required. [WH2]
  • Applicants must hold a return ticket to their home country or have sufficient funds to purchase such a ticket. [WH2.1]
  • The application must be submitted in the prescribed manner and accompanied by the appropriate fee, Immigration Levy, and the International Visitor Conservation and Tourism Levy. [WH2.1]
  • No evidence of a job offer is required. [WH2.1]

Eligibility criteria

  1. Current Working Holiday visa holder: The applicant must hold a work visa granted under a Working Holiday Scheme. [WH2]
  2. Seasonal work requirement: The applicant must have been employed to undertake seasonal work in the horticulture or viticulture industry for at least three months while holding that visa. [WH2]
  3. Definition of seasonal work: Seasonal work means planting, maintaining, harvesting, and packing crops in the horticulture or viticulture industry. [WH2]
  4. Onshore only: The WHE is only available to applicants who are onshore (in New Zealand). [WH2]
  5. No prior WHE visa: The applicant must not have previously been granted a visa (or permit under the Immigration Act 1987) under the Working Holidaymaker Extension instructions. [WH2.1]
  6. Return travel: The applicant must hold a return ticket to their home country or have sufficient funds to purchase such a ticket. [WH2.1]
  7. Prescribed application: The application must be made in the prescribed manner and the appropriate fee, Immigration Levy, and the International Visitor Conservation and Tourism Levy must be paid. [WH2.1]

Interpretation & edge cases

  • The WHE does not specify that the three months of seasonal work must be consecutive or with a single employer. As long as the total period of qualifying employment reaches three months and the applicant is still in New Zealand, they may apply. [WH2]
  • The definition of "seasonal work" is limited to horticulture and viticulture industries; work in other agricultural sectors (e.g., dairy) does not qualify. [WH2]
  • The extension adds a maximum of three months to the original Working Holiday visa period. No further extensions under this scheme are possible. [WH2]
  • Periods where the worker was employed but unable to undertake work due to inclement weather or other factors may still count toward the three-month requirement. [WH2.1]
  • Evidence of qualifying employment may include, but is not limited to, letters from employers, wage slips, and/or IRD tax records. [WH2.1]
  • Successful applicants will be granted a work visa for three months from the expiry date of their current Working Holiday work visa, with the same conditions as the original Working Holiday visa. [WH2.1]

Specific working holiday schemes

Argentina Working Holiday Scheme

This scheme is available to 1,000 young citizens of the Argentine Republic, aged 18 to 35 (inclusive). [WI2.5] Due to a temporary expansion, an additional 1,000 places were available until 15 September 2023. [WI2.5]

Eligibility requirements: applicants must:

  • be citizens of the Argentine Republic; [WI2.5]
  • have a minimum of NZ$4,200 available funds for maintenance; [WI2.5]
  • hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.5]
  • meet the generic Working Holiday Scheme requirements at [WI2.1], including age, health, character, and no accompanying children. [WI2.1][WI2.5]

Visa conditions: successful applicants are granted a work visa with multiple entry and work rights for 12 months. If applying from outside New Zealand, first entry must be made within 12 months of visa grant, and the 12-month work period starts from first arrival. If already in New Zealand, the visa grants 12 months from approval. [WI2.5]

Applications must be lodged online in the prescribed manner as per the generic Working Holiday Scheme application process. [WI2.1]

Austria Working Holiday Scheme

This scheme is available to 100 young citizens of Austria annually. [WI2.7] Until 10 November 2023, an additional 100 places were temporarily available. [WI2.7]

Eligibility requirements: applicants must:

  • be citizens of Austria; [WI2.7]
  • have a minimum of NZ$2,250 available funds for their maintenance during the period of stay in New Zealand; [WI2.7]
  • hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.7]
  • meet the generic Working Holiday Scheme requirements at WI2.1.1(b), including age, health, character, and no accompanying children. [WI2.7]

Visa conditions: successful applicants are granted a work visa with work and multiple entry rights for six months. If applying from outside New Zealand, first entry must be made within 12 months of the visa being granted, and the six-month period starts from first arrival. If already in New Zealand, the visa grants six months from approval. [WI2.7]

Belgium Working Holiday Scheme

This scheme is available to young citizens of Belgium. [WI2.10]

Eligibility requirements: applicants must:

  • be a citizen of Belgium; [WI2.10]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.10]
  • hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.10]
  • meet the generic Working Holiday Scheme requirements at [WI2.1], including age, health, character, and no accompanying children. [WI2.1][WI2.10]

Visa conditions: successful applicants will be granted a work visa with the following conditions:

  • if the applicant is outside New Zealand, first entry to New Zealand must be made within 12 months of the visa being granted, and the visa will allow work and multiple entries to New Zealand for 12 months from first arrival; or [WI2.10]
  • if the applicant is in New Zealand, the visa will allow work and multiple entry to New Zealand for 12 months. [WI2.10]

Brazil Working Holiday Scheme

This scheme is available to 300 young citizens of the Federative Republic of Brazil annually. [WI2.15] Despite this, a further 300 places were temporarily available until 20 October 2023. [WI2.15]

Eligibility requirements: applicants must:

  • be a citizen of the Federative Republic of Brazil; [WI2.15]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.15]
  • hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.15]
  • meet the generic Working Holiday Scheme requirements at WI2.1.1(b), including age, health, character, and no accompanying children. [WI2.1][WI2.15]

Visa conditions: successful applicants are granted a work visa with the following conditions:

  • if the applicant is outside New Zealand, first entry to New Zealand must be made within 12 months of the visa being granted, and the visa will allow work and multiple entries to New Zealand for 12 months from first arrival; or [WI2.15]

Work restrictions: participants in this scheme must not work for the same employer for a period exceeding three months. [WI2.15]

Canada Working Holiday Scheme

This scheme is available to young citizens of Canada aged 18 to 35 inclusive. [WI2.20]

Eligibility requirements: applicants must:

  • be citizens of Canada; [WI2.20]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.20]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.20]
  • meet the generic Working Holiday Scheme requirements at WI2.1.1(b), including age (18–35 under Canada's specific age range), health, character, and no accompanying children. [WI2.1][WI2.20]

Visa conditions: successful applicants will be granted a work visa with the following conditions:

  • if the applicant is outside New Zealand, first entry must be made within 12 months of the visa being granted, and the visa will allow work and multiple entries to New Zealand for a maximum of 23 months from first arrival; or [WI2.20]
  • if the applicant is in New Zealand, the visa will allow work and multiple entries to New Zealand for a maximum of 23 months. [WI2.20]

Extension option: applicants may first apply for a 12-month visa and later apply for a further visa up to their maximum 23‑month entitlement, subject to meeting the further visa requirements at WI2.20.1. [WI2.20]

Further visa requirements (WI2.20.1):

  • must be in New Zealand on a valid work visa granted under the Canada Working Holiday Scheme (or a Working Holiday Visa as a Canadian citizen granted by Ministerial Special Direction on 3 March 2022 or 20 October 2022); [WI2.20]
  • apply in the prescribed manner using a paper form (see E4.50.1); [WI2.20]
  • meet all the requirements of WI2.1.1, except (b)(ii) and (ix); [WI2.20]
  • provide evidence of medical and comprehensive hospitalisation insurance that will remain current throughout the remainder of the period of stay. [WI2.20]

Applicants for a further visa are not required to provide evidence of funds for maintenance unless requested by an immigration officer. [WI2.20]

Chile Working Holiday Scheme

This scheme is available to 940 young citizens of the Republic of Chile aged 18 to 35 inclusive annually. [WI2.25] Until 22 September 2023, a further 940 places were temporarily available. [WI2.25]

Eligibility requirements: applicants must:

  • be citizens of Chile; [WI2.25]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay; [WI2.25]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.25]
  • meet the generic Working Holiday Scheme requirements at [WI2.1], including age (18–35 under this scheme), health, character, and no accompanying children. [WI2.1][WI2.25]

Visa conditions: successful applicants are granted a work visa with the following conditions:

  • if the applicant is outside New Zealand, first entry to New Zealand must be made within 12 months of the visa being granted, and the visa will allow work and multiple entries to New Zealand for 12 months from first arrival; or [WI2.25]
  • if the applicant is in New Zealand, the visa will allow work and multiple entries to New Zealand for 12 months. [WI2.25]

Work restrictions: participants in this scheme must not work for the same employer for a period exceeding six months. [WI2.25]

China Working Holiday Scheme

This scheme is available to 1,000 young citizens of the People's Republic of China annually. [WI2.30] A further 1,000 places were temporarily available until 11 October 2023. [WI2.30]

Eligibility requirements: applicants must:

  • be citizens of China, ordinarily resident in the People's Republic of China and actually resident there at the time of applying; [WI2.30]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.30]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.30]
  • have at least a senior high school qualification (gao zhong xue li) granted in respect of a minimum of three years' full-time study; [WI2.30]
  • show that they have a level of proficiency in English that is deemed to be at least functional, by providing acceptable English language test results (no more than 2 years old at the time the application is lodged) obtained by sitting the test in person at a test centre (remote at-home tests are not acceptable); [WI2.30]
  • meet the requirements at WI2.1.1(b) and (d), which include generic age, health, character, and no accompanying children. [WI2.1][WI2.30]

Note: The evidence of the senior high school qualification must be verified by the Center for Student Services and Development, Ministry of Education, P.R. China, and such verification provided with the application. [WI2.30]

Applications must be lodged in the prescribed manner (see E4.50). Further documentation must be lodged by the applicant no later than 60 days from the date of advice from INZ; if not received by the deadline, the application may be determined on the information available. [WI2.30]

Croatia Working Holiday Scheme

This scheme is available to 100 young citizens of the Republic of Croatia annually. [WI2.33] An additional 100 places were temporarily available until 8 September 2023. [WI2.33]

Eligibility requirements: applicants must:

  • be citizens of Croatia; [WI2.33]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.33]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay; [WI2.33]

Czech Working Holiday Scheme

This scheme is available to 1200 young citizens of the Czech Republic, aged 18 to 35 inclusive, annually. [WI2.35] A further 1200 places were temporarily available until 8 September 2023. [WI2.35]

  • be a citizen of the Czech Republic; [WI2.35]

This scheme is available to young citizens of Finland aged 18 to 35 inclusive. [WI2.50]

France Working Holiday Scheme

This scheme is available to young citizens of France. [WI2.55]

Germany Working Holiday Scheme

This scheme is available to young citizens of the Federal Republic of Germany. [WI2.60]

Hong Kong Working Holiday Scheme

This scheme is available to 400 young residents of the Hong Kong Special Administrative Region (HKSAR) annually. [WI2.65] A further 400 places were temporarily available until 18 October 2023. [WI2.65]

Eligibility requirements: applicants must:

  • hold a valid British National Overseas or HKSAR passport; [WI2.65]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.65]

  • meet the available funds for maintenance requirement set out in WI2.120.1 (see below); [WI2.120]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.120]
  • provide evidence of having completed a minimum of three years' full-time study towards a tertiary qualification; [WI2.120]
  • meet the requirements at WI2.1.1(b), including age, health, character, and no accompanying children. [WI2.1][WI2.120]

Note: For the purposes of these instructions, the evidence of tertiary study must be verified by the Peru Ministry of Foreign Affairs. [WI2.120]

Funds requirement (WI2.120.1): applicants must have available funds for maintenance during the period of stay in New Zealand of either:

  • NZ$4,200 if they produce acceptable English language test results (no more than two years old at the time the application is lodged, obtained by sitting the test in person at a test centre; remote at-home tests are not acceptable); or

  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.122]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.122]
  • have a tertiary qualification granted in respect of a minimum of three years' full-time university study; [WI2.122]
  • demonstrate a level of proficiency in English that is assessed as at least functional; [WI2.122]
  • meet the requirements at WI2.1.1(b), including age, health, character, and no accompanying children. [WI2.1][WI2.122]

English language proficiency: For the purpose of these instructions, an applicant's proficiency in English is deemed to be at least functional if they provide evidence that their tertiary qualification was gained from an institution where all tuition was in English, or they provide acceptable English language test results (no more than 2 years old at the time the application is lodged, obtained by sitting the test in person at a test centre; remote at-home tests are not acceptable).   • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.140]
  • hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.140]
  • meet the requirements at WI2.1.1(b), including age, health, character, and no accompanying children. [WI2.1][WI2.140]

Visa conditions: successful applicants will be granted a work visa with the following conditions:

  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.145]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.145]
  • meet the requirements at WI2.1.1(b), which include age, health, character, and no accompanying children. [WI2.1][WI2.145]

  • hold a Taiwan passport and have household registration under the laws of Taiwan; [WI2.150]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.150]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.150]
  • meet the requirements at WI2.1.1(b), which include age, health, character, and no accompanying children. [WI2.1][WI2.150]

Thailand Working Holiday Scheme

This scheme is available to 100 young citizens of the Kingdom of Thailand annually. [WI2.155] A temporary expansion provided a further 100 places until 8 September 2023. [WI2.155]

Eligibility requirements: applicants must:

  • be a citizen of the Kingdom of Thailand; [WI2.155]
  • have a minimum of NZ$7,000 available funds for their maintenance during the period of stay in New Zealand; [WI2.155]
  • agree to hold medical and comprehensive hospitalisation insurance to remain in force throughout their stay in New Zealand; [WI2.155]
  • provide a letter of support from the Department of Children and Youth; [WI2.155]
  • have a tertiary qualification granted in respect of a minimum of three years' full-time study; [WI2.155]
  • have a level of proficiency in English that is assessed as at least functional (see below); [WI2.155]
  • meet the generic Working Holiday Scheme requirements at [WI2.1], including age, health, character, and no accompanying children. [WI2.1][WI2.155]

English language proficiency

An applicant's proficiency in English is deemed at least functional if they:

  1. provide acceptable English language test results (see table below), no more than 2 years old at the time the application is lodged, obtained by sitting the test in person at a test centre (remote at-home tests are not acceptable); or [WI2.155]
  2. produce evidence of having completed all primary and at least three years' secondary education where all instruction was in English; or [WI2.155]
  3. produce evidence of having completed at least five years' secondary education where all instruction was in English; or [WI2.155]
  4. produce evidence of having gained a post-secondary qualification that required at least two years' full-time study or training where all tuition was in English; or [WI2.155]
  5. are assessed by way of an interview with an INZ immigration officer who speaks fluent English. [WI2.155]

  • be a citizen of the Republic of Turkey; [WI2.157]
  • have a minimum of NZ$7,000 available funds for their maintenance during the period of stay in New Zealand; [WI2.157]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.157]
  • meet the generic Working Holiday Scheme requirements at WI2.1.1(b), including age, health, character, and no accompanying children; [WI2.1][WI2.157]
  • have a tertiary qualification granted in respect of a minimum of four years' full-time study; [WI2.157]
  • have a level of proficiency in English that is assessed as at least functional (see below). [WI2.157]

English language proficiency

An applicant's proficiency in English is deemed to be at least functional if:

  1. their tertiary qualification was gained from an institution where all tuition was in English; or [WI2.157]
  2. they provide acceptable English language test results, no more than two years old at the time the application is lodged, obtained by sitting the test in person at a test centre (remote at-home tests are not acceptable). [WI2.157]

This scheme is available to 15,000 young citizens of the United Kingdom, aged 18 to 35 inclusive, annually. [WI2.160]

Eligibility requirements: applicants must:

  • be British citizens, ordinarily resident in the United Kingdom or the Crown Dependencies of Jersey, Guernsey or the Isle of Man; [WI2.160]
  • have a minimum of NZ$350 per month available funds for their maintenance during the period of stay in New Zealand; [WI2.160]
  • meet the requirements at WI2.1.1(b) and (d). [WI2.160]

Visa conditions: successful applicants may be granted a work visa with the following conditions:

  • if the applicant is outside New Zealand, first entry to New Zealand must be made within 12 months of the visa being granted, and the visa will allow work and multiple entries to New Zealand for up to a maximum of 36 months from first arrival; or [WI2.160]
  • if the applicant is in New Zealand, the visa will allow work and multiple entries to New Zealand for up to a maximum of 36 months. [WI2.160]

Duration and extension: Applicants may apply for a visa with a duration of between 12 and 36 months. If a person applies for a visa that is less than the full available duration of 36 months in the first instance, they may apply for a further visa up to their maximum entitlement of 36 months from the date of first arrival (or date the first working holiday visa was granted if they applied from within New Zealand), subject to meeting the further visa requirements at WI2.160.1 below. Further visa requirements (WI2.160.1):

  • be in New Zealand on a valid work visa granted under the United Kingdom Working Holiday Scheme at the time of application for a further visa, or a Working Holiday Visa as a UK citizen granted by Ministerial Special Direction on 3 March 2022 or on 20 October 2022; [WI2.160]
  • apply in the prescribed manner using a paper form (see E4.50.1); [WI2.160]
  • meet all the requirements of WI2.1.1, except (b)(ii) and (ix); [WI2.160]

United States of America Working Holiday Scheme

This scheme is available to young citizens of the United States of America (USA). [WI2.165]

Eligibility requirements: applicants must:

  • be citizens of the USA and ordinarily resident in the USA at the time of applying (see WI2.1.1(d)); [WI2.165]
  • have a minimum of NZ$4,200 available funds for their maintenance during the period of stay in New Zealand; [WI2.165]
  • agree to hold medical and comprehensive hospitalisation insurance that will remain current throughout their stay in New Zealand; [WI2.165]
